Account of the Incident:

 Four people –three civilians, including two children and an NPA rebel – were killed in a massacre by soldiers of the 49th Infantry Battalion in Labo, Camarines Norte on Feb. 25. Those killed were  Benjamin Mancera, 54 y.o., farmer, Michael Mancera, 10 y.o. Richard Mancera, seven y.o. and Rafael Llantino aka “Ka Pedro”, 29 years old, New People’s Army member.

Civil society celebrates the decision to release the Morong 43 but concerned about delays

JOHANNESBURG, South Africa, 21 December 2010 -- CIVICUS: World Alliance for Citizen Participation applauds the court order last Friday to free 43 health workers, but remains concerned that the immediate release of at least five of the health workers has been delayed due to the authorities' new claim of unrelated warrants against them.

The 43 health workers, collectively known as the "Morong 43", have been held in detention since February 6 for alleged support of the New People's Army (NPA), the armed wing of the Communist Party of the Philippines.

Another day in prison for the health workers is another day that justice is denied.

President Benigno Aquino III should act now for the release of the Morong 43.

Nine months ago in February, the 43 health workers including 26 women – two of whom have already given birth while in prison – were illegally arrested, searched, detained, and tortured. Their rights are still being violated and their families tormented.

At around 10:00 AM on 21 September 2010, a high ranking military official namely BGen. Eduardo del Rosario and Datu Ruben Labawan held a press conference at Apongcola, Anda Street, Davao. The said AFP General accused Kelly Delgado of masterminding a plot to liquidate the Eastern Mindano Command spokesperson, Lt. Col. Randolf Cabangbang, allegedly to avenge the abduction and death of Rebelyn Pitao, the daughter of Leoncio Pitao, a known New People's Army (NPA) commander.
